An important feature of this hierarchy is that the standalone tools have no knowledge of the proposal preparation process nor how they communicate with other tools. The tools are plug-ins for the APT. They can run stand alone and individually be made available to users for evaluation. The interface (API) between the two levels needs to be clearly specified for each tool.
