A new external release of the Astronomer's Proposal Tool (APT 4.1)
        has been made.

        The new release will be available sometime this afternoon for
        download from the APT Web site at apt.stsci.edu.

        It will be available on the unix science and sogs cluster users
        after the over night rsync.

        This release includes the following tools:

           APT (4.1)
           Bright Object Tool (BOT 1.4)
           Exposure Time Calculator (ETC 3.0)
           Observatory Constraint Manager (OCM 1.3)
           Visual Target Tuner (VTT 3.6)

        The following OPRs are being delivered with this release:

           APT OPRs:
           ---------
           46298:APT needs to make sure it transfers submissions in binary
mode.

           VTT OPR's:
           ----------
           46173 VTT will not reload session files
