A new external release of the Astronomer's Proposal Tool (APT 4.0)
        has been made.

        This is the first external release of the integrated APT application
        which currently supports phase 1 proposal prepration.

        The new release will be available sometime this afternoon for
        download from the APT Web site at apt.stsci.edu.

        It will be available on the unix science and sogs cluster users
        after the over night rsync. 

        This release includes the following tools:

           APT (4.0)
           Bright Object Tool (BOT 1.4)
           Exposure Time Calculator (ETC 3.0)
           Observatory Constraint Manager (OCM 1.3)
           Visual Target Tuner (VTT 3.5)
