Scripting proposals

A small number of users rely on the RPS2 file format to script their proposals. These are mostly SNAP proposers who have developed their own scripts to convert catalog entries into RPS2 target specifications. They will be able to continue to use the scripts that they have developed and then convert the output to the new APT format. However, after a few years they could be expected to change the scripts to output the new APT format directly, removing the need to support RPS2 files for them.
